Scope of Student Services

The purpose of the Department of Pupil Personnel Services of the Euclid City Schools is to support, facilitate and augment the general education programs offered through specialized support.The scope is broad based and includes student registration, individualized special education programs for students with disabilities including all related services, the administration of Ohio Achievement Assessments and other testing, speech pathology services, student health  and student guidance services.

Mrs. Kimberly Allen (kallen@euclid.k12.oh.us) works to improve the coordination among regular education and special education service providers at the school level. The department has an obligation to seek out, locate, evaluate and identify children with special needs ages three through graduation.


 

Special Education Standards

On July 1st of 2002, the Ohio Board of Education officially adopted the Department of Education's Special Education Operating Standards for students with disabilities ages three to 21. 

Developmental Handicap is now termed "Cognitive Disability" and for those students being newly evaluated for this disability the IQ requirement is 75 or less.  Previous law had the IQ threshold at 80.

Students with disabilities are expected to participate within the context of the general education curriculum either through direct involvement or by obtaining the precursor skills that will permit involvement.


 

Continuum of Services

The Euclid City School District provides a comprehensive system for identifying and addressing the individual needs of students.  We are committed to providing a quality education to all students, including those with special needs.

Our school district offers a legally mandated continuum of services for special needs students, in the least restrictive environment in a cross categorical manner across the district.   

Typical Classroom: In this scenario, the IEP team, of which the parent is a part, has determined that the student’s needs could best be met with his or her typically developing peers.  The role of the regular education teacher and the intervention specialist is primarily modifying curriculum or adapting lessons.  Many times students included in the regular education environment are done so through an “inclusion” model where both a special educator and regular educator co-teach.

Intervention Class/Learning Centers have been designed to provide a small class size to the student whose needs require a lower student-to-teacher ratio and warrant a more restrictive placement in order for the student to access the curriculum.

Separate Facility Placement is for students with the most significant and profound disabilities whose needs cannot be adequately met within the school system itself.


 

Related Service Personnel

Throughout the school district, there are a number of related service providers for direct and consultative services to students. These include, but are not limited to, the school psychologist, speech and language pathologist,  counselors,  physical therapist, occupational therapist,  and health aides.  The type of service that each person delivers is specific and is considered a vital part to enhance the child’s educational experience.
