Board Meeting Breakdown. A recap of what took place at the Board Meeting this Week.

The Euclid Board of Education met on April 12, 2023, in the Board Room at Forydce Administration Building at 7:00 pm.

The meeting was called to order at 7:00 pm by Board President Kathy DeAngelis, followed by the Pledge of Allegiance.

All Board Members were present.

The Board reviewed and accepted the agenda for the evening. 

The Board adopted the minutes for the March 8th, 13th and 29th, 2023 Board Meetings.

Proclamations and Recognitions

  • Mr. Papouras read two proclamations that the Board Approved:

    • Proclaimed May 5th as National School Nutrition Employee Appreciation Day.

    • Proclaimed May 8th - 12th as Teacher Appreciation Week

Shoreview Elementary School Recognitions and Presentation

Five Outstanding Shoreview Jaguars were recognized at the meeting as Students of the Month. These students were acknowledged for their excellent attendance and commitment to building a strong foundation for their education.

Staff Member Gail Simmons was recognized as Staff Member of the Month for working tirelessly to ensure the safety and supervision of our students during recess and throughout the halls of Shoreview.

Teachers Michelle Kuhn, Amy Lanese and Dona Weber were recognized as Faculty Members of the Month for their outstanding attendance for the 2022-23 school year. The teachers serve as excellent examples to their students and show the importance of being present every day.                   

Stephanie Gibson and Linda Smith were recognized as Family Members of the Month. Ms. Gibson, the mother of Kobe D., has resurrected the Shoreview PTA and Ms. Smith, the mother of Angela T. was recognized for her ongoing support of school functions.

  • Following the recognitions, Principal Mary Thomas presented about the many things going on at Shoreview Elementary.

    • To start off the presentation, Ms. Thomas discussed the Professional Development initiatives that Shoreview works on throughout the year.

      • With an emphasis on planning to ensure the success of the instruction, the Shoreview staff has been participating in themed professional development throughout the year.

    • Mrs. Thomas also talked about student achievement and progress at Shoreview during the 2022-23 school year.

      • Through regular testing and assessment, the Shoreview team has seen significant growth in students’ phonics intervention performance. Phonics is a foundational piece of learning and reading.

    • Mrs. Thomas followed up with information about Shoreview’s focus on attendance.

      • Stay in the Game

        • Making sure that students know attendance is important.

      • Attendance theme days

        • Mrs. Gambatese put together Theme days

        • Perfect attendance prizes at the end of attendance weeks

    • Finally, Mrs. Thomas discussed life at Shoreview beyond the Classroom

      • The Great Amaryllis Race and Bulb Planting

        • Each classroom was given an Amaryllis plant. Students watched the plants throughout the months and tracked growth on a school-wide chart that hung in the main hallway.

        • In the fall, students planted daffodils as part of their science curriculum. The flowers are now starting to bloom and helping to contribute to the beauty of the school and neighborhood.

      • Social Media

        • Anything you want to know about Shoreview, you’ll find on Shoreview’s Facebook page, which is very active.

      • Student Council

        • Students held two fundraisers this school year, a canned food drive benefiting the Euclid Hunger Center and a Penny War with proceeds going to Euclid Pet Pals.

        • Student Council emphasizes that Shoreview students are not just Euclid Students, but members of the Euclid Community.

      • Boys Group

        • Mr. Johnson comes to Shoreview on Thursdays where students learn habits that can change their lives now, and have a lasting impact as they grow.

  • Following the presentation from Shoreview Elementary, Board Member Pam Turos gave a Legislative Liaison Report and Board Member Selina Wright gave a Student Liaison Report.

  • There were no visitor comments relative to the agenda.

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Steve Vasek led the Board Members through District Financial Statements.

  • The Board approved the Financial Data and approved items involving transfers and appropriations amendments.

  • The Board accepted a donation of $25,000 from the Lincoln Electric Foundation.

Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved the proposed Summer School Staffing needs for all 2023 summer school programs.

      • Some secondary students will be doing Virtual Summer School

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations.

      • Adjusting some positions in an effort to right-size the District

      • This approval included an annual procedural lay-off so that employees that do not work over the summer. Those positions will be re-hired for next school year. 

  • Contracts/Agreements

    • The Board approved contracts regarding:

      • An agreement with two technology services to improve the internet safety of the District:

        • JAMF MDM is replacing FileWave as the Mobile Device Management software the District uses.

        • Firewall purchase. The current Firewall is at the end of its life. The new firewall will have an added capacity to support the one-to-one technology initiative that the District has adopted

          • Substantial savings through the E-Rate program

      • A renewal of an agreement with CollegeNow Greater Cleveland to provide college and career access advising, financial aid counseling, and scholarship and retention services.

        • SAT and ACT prep through the Impact program

      • An agreement with First Student Inc. to provide student transportation services for the District through 2028.

        • RFP was released in early March.

        • 4 companies submitted applications

          • Only 2 placed bids

        • Building Administrators shared positive experiences with First Student after retooling systems at the start of the year

  • Miscellaneous

    • The Board approved the use of ESSER Funding to pay approximately 90 teachers to complete Curriculum work throughout the summer to create common curriculum maps aligned to instructional pacing and assessment with the district-adopted curriculum.

    • The Board amended the Summer School dates for third grade and Middle & Secondary to June 5th - June 30th

      • Students will be out of school before the 4th of July.

      • Closes the gap between the end of the school year and the start of Summer School

    • The board reviewed a license agreement for Xello, a software that provides career readiness for K-12 students.

    • The Board reviewed and approved Facility Requests from 20 different community and athletic groups.

    • The Board approved the submission of the Environmental Justice Government-to-Government Program Grant. In this grant, Euclid Schools will commit to working to install solar arrays on Euclid High School while also working with the Educational Service Center, the IBEW Local 38 Union Electricians, and other area school districts to develop an educational curriculum for climate change and renewable energy.

    • The Board approved a Field Trip to Hiram Camp for Euclid Middle School students

      • This is traditionally a 6th grade overnight experience that has been missed the past few years due to Covid. Mr. Mennel and team came up with a modified version so that all EMS students could have a Hiram Camp experience

    • The Board approved 3 overnight Field Trips for high school students

      • Skills USA State Championship Competition

        • Career Tech students will compete against other students around the state. We have a history of performing very well at these competitions.

      • 2 out-of-state Band Competitions

    • Accepted a donation from Board Member Pamela Turos for clothing to be used in the Educational Options Center’s Resource Center

    • The Board reviewed and approved 3 board policies

    • The Board approved a Motion to name the High School Track as the “Jessica Beard Track at Sparky DiBiasio Stadium”

      • Jessica Beard was a student at Euclid High School from 2003-2007 where she was a four-year letter winner on the track and field team and a four-time state champion in the 400m. 

Public Participation

Superintendent’s Informal

  • Superintendent Papouras thanked those that attended and assisted with the Annual Easter Egg Hunt.

  • Superintendent Papouras reminded the audience that registration for the 2023-24 school year is now open. The Chardon Hills STEM School Application is also available.

  • Mr. Papouras encouraged good test-taking habits like eating breakfast and getting a full night of rest.
