The Euclid Board of Education met on May 14, 2025, at 7:00 p.m. in the Board Room of the Fordyce Administration Building, 651 E. 222nd St. Euclid, OH 44123.
Board President Gabrielle Kelly called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
All five Board Members were present.
Treasurer Patrick Higley was absent from the meeting, the Board elected Steve Vasek as Treasurer Pro Tem for the meeting.
The Board reviewed the evening's agenda and made one small change and added an Executive Session. The Board approved the amended agenda.
The Board adopted the minutes for the April 9th and 23rd, 2025 Board Meetings.
Board Member Botzki gave a Legislative Liaison Report.
Board Member Wright gave a Student Liaison Report.
There were no visitor comments relative to the agenda.
Treasury/Financial Business
This portion of the meeting covered the district's financial data. Treasure Pro-Tem Steve Vasek led the Board Members through District Financial Statements.
The Board approved the Financial Data report for April 2025 and approved payments.
The Board approved the workers compensation group rating agreement through the Ohio Bureau of Workers’ Compensation for Policy Year 2026.
The Board approved the tuition rates for the Early Learning Village for the 2025-2026 School year.
The Board approved a purchase agreement with TEC Communications for the purchase, configuration and installation of network switches and wireless access points district-wide.
The Board accepted two resignations/retirements from the Treasury/Finance Department.
The Board approved Pay Control Forms and Grant payments for work done outside of current employment contracts.
The Board accepted donations from the Hanes Family Foundation, on behalf of Robert E. Hanes and Albert A. Hanes for the Music Department, Athletic Department and Big Show along with donations from Donna Sudar for Varsity Chorale and Celia Jenkins for the PBIS prize cart. The Board also accepted a donation from the Lincoln Electric Foundation to be used to support the Euclid City Schools’ programs and initiatives.
Reports and Recommendations of the Superintendent
Personnel
The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and suspensions.
In this agenda item, three teachers were granted tenure status beginning in the 2025-2026 school year. Congratulations to Andrea Davis, Kara Oster and Mallory Reiber.
Quentin Rogers was also officially named the Head Coach of the Euclid High School Basketball Program. “Coach Q” is an accomplished coach, with three state championships in his career. He has coached over 90 NCAA Division I players and 12 NBA players and has a history of developing strong relationships with students in and out of his program.
Contracts/Agreements
The Board authorized an exception to Board Policy 6320 (Purchasing and Bidding) and approved a contract with Infinity Construction to install necessary building modifications to the Construction Trades classroom.
Routine Business
The Board approved Facility Requests for the 2024-2025 School Year and 2025-2026 School Year.
The Board authorized the Director of Business Affairs to provide a summer food service program in several locations under the direction of the Food Service Department.
The Board approved Summer Curriculum Work which will consist of creating common curriculum maps aligned to instructional pacing and assessment with the district adopted curriculum.
The Board approved tuition agreements with several school districts and agencies who may provide services to Euclid students throughout the 2025-2026 School Year.
Miscellaneous
The Board approved an agreement with CLEAR to provide online investigation software services which will be used by our Registration and Residency Departments.
The Board approved a field trip for 30 Euclid High School students to Greece during Spring Break of the 2025-2026 School Year.
The Board approved revisions to the Open Enrollment Pilot for the 2025-2026 School Year.
Policies
The Board reviewed and approved several policies regarding entrance requirements, participation in extracurricular activities, student conduct, budget preparation, purchasing & bidding, vendor relations, property and criminal history record checks.
Superintendent’s Informal
Superintendent Papouras talked about the end of the year, with only ten days to go, encouraging students to finish strong. He also encouraged students to keep learning and have fun over the summer.
Mr. Papouras also talked about Senior events, including the recent Prom and Senior Awards, while reminding the community about Commencement on May 22nd.
He also congratulated Panther track athletes for their recent performances, especially at the 70th annual Euclid Relays, which was a wonderful event held last week.
Mr. Papouras recognized Girls Flag Football Coach Rayshon Banks who was named the first-ever Cleveland Browns Girls’ High School Flag Football Coach of the Year.
He also gave a recap of Teacher Appreciation Week, emphasizing the lasting and meaningful impact Euclid teachers have on the lives of their students.
Finally, Mr. Papouras asked Board Member Turos to talk about the upcoming HOPE Taskforce Visioning Session taking place on Saturday, May 17th at Bluestone Elementary at 1pm.
