Board Meeting Breakdown - 6/11/2025

The Euclid Board of Education met on June 11th, 2025, in the Board Room at the Fordyce Administration Building at 7:00 pm.

The meeting was called to order at 7:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.

All Board Members were present.

The Board reviewed and accepted the agenda for the evening.

The Board adopted the minutes from the May 14th and 28th Board Meetings.

Proclamation for Retirees

  • Mr. Tim Rosenbaum, Assistant Superintendent of Human Resources & Operations, read a proclamation that the Board approved:

    • Proclaimed commendation for the retiring staff and faculty members for the 2024-2025 school year. The commendation recognized each retiree and congratulated & thanked them for their many years of service to Euclid and its students.  Those retirees include:

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.

  • The Board approved the Financial Data for the month of May.

  • The Board approved the Euclid Public Library Board Budget for 2026.

  • The Board approved temporary appropriations through September 30, 2025. This is an annual requirement from the Cuyahoga County Tax Commission, that provides spending authority until the permanent appropriations are established and submitted to the tax commission.

  • The Board approved grant payments for work done outside of current employment contracts.


Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and leaves.

      • In this agenda item, Dr. Valencia Thomas was named Assistant Director of Exceptional Children.

  • Contracts/Agreements

    • The Board approved an amendment to the agreement with Ombudsman Educational Services, Ltd. to add additional seats to the ChanceLight at Indian Hills facility.


  • Routine Business

    • The Board approved a partnership agreement with Open Doors Academy for the 2025-2026 school year to provide educational support and enrichment services for Euclid Middle School and Shoreview Elementary School.

    • The Board approved student fee schedules for Career Technical Experience programs for the 2025-2026 school year.

    • The Board approved a Memorandum of Understanding with College Now to provide advising, financial aid and scholarship services for 9th through 12th grade Euclid City School students.

    • The Board approved the purchase of general liability insurance, property insurance, commercial auto insurance and cyber risk insurance from Ohio School Plan through Love Insurance for the 2025-2026 fiscal year.

  • Miscellaneous

    • The Board approved the purchase of an Anatomage Table Convertible Medical Table to support instruction in our Career Tech Education healthcare pathways, including: Allied Health, Sports Medicine and Anatomy and Physiology.


  • Policies

    • The Board conducted a first reading of policies regarding Student Assessment and Intervention Services and the Third Grade Reading Guarantee.


Superintendent’s Informal

  • Superintendent Papouras thanked everyone for a great end to the year. He encouraged students to continue learning throughout the summer.

  • Mr. Papouras noted two reading programs that are being held this summer. Second Lady Usha Vance ha created a Summer Reading Challenge that invites children kindergarten through 8th grade to read 12 books before September 5th. Children that complete the challenge can submit a form to receive a personalized certificate and prize and get entered into a drawing for the chance to visit the US Capital.

  • He also talked about Euclid Public Library's Summer Reading Program, "Build a Better World," which finds its theme inspired by the library's renovation project. Children can sign up on the Library website (euclidlibrary.org)

  • Mr. Papouras thanked the extraordinary teachers and dedicated staff members that retired this year and gave them well wishes while congratulating them on retiring.

  • Mr. Papouras recognized the Euclid High School Boys Track Team, who had their best season in recent memory. The 4x400m team of John Jordan, Mario Seats, Malik Hogan and LaJuan Hamelin placed third in the state with a time of 3:15.29, which set a school record and made them the first boys relay podium since 1994. He also recognized the 4x800m team which placed 12th at the meet.
