The Euclid Board of Education met on July 9th, 2025, in the Board Room at the Fordyce Administration Building at 7:00 pm.
The meeting was called to order at 7:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.
All Board Members were present.
The Board reviewed, changed, and accepted the agenda for the evening.

Reports and Recommendations of the Treasurer
This portion of the meeting covered some of the financial data of the district. With the closing of the 2024-2025 Fiscal Year, some reports were not available at the time of the meeting. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.
The Board approved the Financial Data for the month of June in FY 2024-2025.
The Board approved a contract with Steve Vasek as an independent contractor.
Reports and Recommendations of the Superintendent
Personnel
The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and leaves.
Contracts/Agreements
The Board approved a contract with Infinity Construction to build Beauty Stations at the Memorial Options Center to support the implementation and expansion of the District’s CTE Cosmetology program.
The Board approved the purchase and installation of a security screening conveyor belt at Euclid High School to improve student entry efficiency and to support district-wide safety efforts.
The Board approved a memorandum of understanding with Heart to Heart Health and Wellness to provide behavioral and mental health services to students on-site at Shoreview Elementary School, where they are already the external provider for several students.
The Board approved a service agreement with BF Empowerment Center to provide targeted support, mentoring and mental health coaching for our student athletes within the Euclid Schools.
Routine Business
The Board approved the engagement of Amergis Healthcare Staffing, Inc. (formerly Maxim) to provide personnel to supplement Euclid Schools’ healthcare staffing.
The Board approved a partnership with Bellefaire Jewish Children’s Bureau to provide prevention education services to assist the District’s students, staff and parents in building resiliency and reduce risk factors that contribute to the development of behavioral health conditions.
The Board approved an agreement with the Cleveland Clinic Foundation to support the CTE Allied Health Program by implementing a meaningful training program for Euclid students. Cleveland Clinic will offer teacher support and will conduct a program of training and instruction for students in the Allied Health Program. The students will be provided an opportunity for clinical experience and job shadowing in various departments at Cleveland Clinic.
The Board approved a contract with First Hands Health Careers to provide the Nurse Aide Competency Evaluation Program for Euclid High School Students.
The Board approved a service agreement with Making a Difference Consulting, LLC to provide a comprehensive behavioral health support, wellness coordination and data management.
The Board approved a partnership with Making a Difference Consulting, LLC to provide tiered level programs and support to schools which utilize a wrap-around approach to services. All programs and services are designed to provide psychoeducation, implementation of skill building through the use of social and emotional learning topics, interactive activities, and evidence based counseling techniques which are embedded into curriculum.
The Board approved a service agreement with Making a Difference Consulting, LLC to provide district-wide behavioral health and support services and can assist the district in improving access and availability of evidence-based behavioral health promotion, prevention and early intervention practices.
The Board approved a partnership with Northeast Ohio Neighborhood Health Services Inc. (NEON) to provide improved access to health care services in Euclid Middle and High School and extend school-based pediatric health care in a cost effective and accountable manner to students.
The Board approved a memorandum of understanding with Ohio Guidestone to leverage necessary community resources to build sustainability within the district to support student and staff wellness through a School-Based Behavioral Health, Consultation and Prevention Program provides mental health, substance abuse, crisis, case management, prevention and other support services to children adolescents and young adults from Pre-K through High School.
The Board approved a service agreement with Ohio Guidestone SBHWS to provide a School Behavioral Health and Wellness Specialist for Euclid Middle School where responsibilities would involve support and enhancement of mental and behavioral health and wellness services of students and staff.
The Board approved a partnership with Peter James Behavioral Health to provide services to address students’ mental health concerns. PJBH will provide students with the opportunity to learn how to deal with stress, grief, and other important mental health issues in a positive manner.
The Board approved an updated School Counselor Curriculum and Service Plan for the 2025-2026 School year. The Plan of Services will include structured experiences presented systematically through classroom, group and individual activities from PK through 12th grade. The curriculum has a heavy emphasis on career advising in keeping with the vision of Ohio’s Strategic Plan for Education, Each Child Our Future: In Ohio, each child is challenged to discover and learn, prepared to pursue a fulfilling post-high school path, and empowered to become a resilient, lifelong learner who contributes to society.
The Board approved an agreement with Rozell’s Nails Academy to establish a career tech program known as the Euclid Schools Manicuring Program for Euclid High School Students.
The Board authorized the advancement of funds for the Food Service cashier banks for the 2025-2026 school year.
The Board approved lunch prices for the 2025-2026 school year.
The Board authorized contracts with WS Transportation, TLC Transportation Company, ODS Transportation and JB Safety 1st Transportation LLC to provide transportation for some of the District’s special education students for the 2025-2026 school year.
The Board declared transportation impractical for pupils who are eligible for transportation to and from a school located outside the transportation radius of the District.
The Board authorized the Administration to contract with Holland Paving to provide seal coating and striping at Chardon Hills STEM School, Bluestone Elementary, and the Early Learning Village.
The Board authorized the Administration to contract Moreno Remodeling to paint the hallways and gym at Arbor Elementary.
Miscellaneous
The Board approved the acceptance of the Comprehensive Literacy State Development Grant for the 2025-2029 funding cycle. The grant will provide up to $3 million in funding distributed across grades K-12. The proposed application will support four key investment areas: Literacy Coaches, Professional Development, Family Engagement, and Instructional Materials and Supports.
The Board approved the acceptance of the Early Childhood Education Grant for the 2026 Fiscal Year. The Department of Children and youth awarded the grant, which totals $561,000 to support high-quality preschool education for eligible children.
Policies
The Board conducted readings of policies regarding Student Supervision and Welfare, Food Services, and Parental-Married Status of Students.
Superintendent’s Informal
Superintendent Papouras reminded families about the Summer Meals program offered by the District, which provides breakfast and lunch at no-cost to anyone 18 and under. Meal sites include Arbor, Chardon Hills, Shoreview and Euclid Middle School.
He also reminded families now is the time to register students for the 2025-2026 school year.
Mr. Papouras made note of the stability within the district leadership and teaching ranks. For the first time in recent memory, every single central office and school-level administrator is returning from the previous school year. Among our 415 teaching staff members, excluding retirements, only 10 teachers left the district – that is a rate of less than 2.5%.
As part of his summer tradition, Mr. Papouras celebrated that there are only 37 days left until the first day of school and reminded families that school starts on August 15, 2025.
