The Board Meeting Breakdown - September 10, 2025

The Euclid Board of Education met on September 10, 2025, in the Auditorium at the Euclid High School at 7:00 pm.

Prior to calling the meeting to order, the Shoreview Cheerleading Team performed a few cheers to kick the evening off with some school spirit.

The meeting was called to order at 7:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.

All Board Members were present.

The Board reviewed and accepted the agenda for the evening. 

The Board adopted the minutes for the August 13th and 27th, 2025 Board Meetings.

The Board approved two proclamations. The first approved making the week of October 13th - 17th National School Lunch Week, while the second proclamation named the week of October 20th - 24th National School Bus Safety Week.

Shoreview Elementary School Recognitions and Presentation

Four outstanding Shoreview Students were recognized as Students of the Month at the meeting.Students of the Month with Principals, Board President & Papouras

  • Jeremiah G. - 2nd Grade

    • Jeremiah consistently arrives at school with a smile and a positive attitude. He models readiness to learn by following routines, engaging immediately in his work, and demonstrating focus in whole-group, small group, and independent activities. With perfect attendance and a strong commitment to learning, Jeremiah sets the tone for his peers through his leadership in the classroom, hallways and playground.

  • Eric D. - 5th Grade

    • Eric has distinguished himself as a model student through his hard work, perfect attendance, and exemplary behavior. He consistently demonstrates responsibility and respect, setting a positive example by following school and classroom expectations, showing leadership, and encouraging excellence among his peers.

  • Alexa J. - 4th Grade

    • Alexa is a dedicated and responsible learner who arrives each day prepared and ready to participate. She actively engages in class, takes ownership of her learning, and consistently demonstrates kindness and respect toward both peers and adults. Beyond the classroom, Alexa shines as a member of the Shoreview Cheerleading Team, exemplifying leadership and school pride. She is a role model who embodies the qualities of respect, responsibility, and a willingness to learn.

  • Dawn B. - 3rd Grade

    • Dawn has maintained perfect attendance and approaches each school day with enthusiasm and determination. She actively participates in lessons, stays focused and demonstrates respect for classmates and teachers alike. Her positive attitude and commitment to learning create a supportive classroom environment where others are inspired to do their best.

Paraprofessional Katrina Felder was recognized as Staff Felder with AdministratorsMember of the Month. A new member of the Shoreview family, she has quickly distinguished herself as a creative, dedicated, and dependable member of the school community. She has created and implemented several new programs that have helped improve Shoreview and her commitment to student engagement reflect her care for both the school and students.

Bruketa with AdministratorsTeacher Meryann Bruketa was recognized as Faculty Member of the Month for her being an incredible asset to Shoreview with her kindness, patience, and positive spirit. She willingly assists wherever needed whether supporting students, coworkers or administrators. Ms. Bruketa’s ability to encourage, uplift, and inspire those around her is unmatched – she strengthens both the professional practice of her colleagues and the culture of warmth and support throughout the school.

Ms. Kenyatta Poole was recognized as Family Member of the Month for being an incredibly Poole with Administratorssupportive partner to Shoreview. Ms. Poole goes above and beyond to ensure her child’s success while also showing kindness and encouragement to staff and other families. Her positive attitude, willingness to help and commitment to building a strong school-home connection make her a role model for family engagement. Her support has made a difference not only for her own child, but for the larger Shoreview community.

Following the recognitions, Principal Shateema Walker and Assistant Principal Steve Johnson presented about the many things happening at Shoreview Elementary.

  • The presentation focused on the exciting achievement happening at Shoreview Elementary through four distinct areas: Attendance, Family & Community Engagement, PBIS, and then Looking Ahead.

    • Attendance

      • Shoreview saw a 12% decrease in chronic absenteeism thanks to consistent tracking, incentives and partnerships with families and organizations like Stay in the Game!. Students used personal calendars to track their own attendance, participated in fun class competitions and school-wide rewards – including scavenger hunts, movie parties, and an outdoor dance party to help students stay motivated, especially during critical low-attendance times like holidays, long weekends, and the end of the school year.

    • Family & Community Engagement

      • Through the suggestion of Teacher Denise Merkuloff, the school redefined “family engagement” as “family empowerment.” Throughout the year, Shoreview used creative academic tie-ins such as a homecoming dance connected to literacy and a math-themed family game night to build engagement. Events like the One School, One Book Carnival and partnerships with the city, local churches and businesses, like Classic Custard, help foster community-school connection. Career Day brought in a diverse group of professionals, including board members, emergency responders and local entrepreneurs.

    • PBIS

      • Shoreview's revamped PBIS system has created a more consistent and positive school climate. Initiatives like Panther Bucks, the Panther Prize Cart, positive office referrals, Jaguar Spot incentives, and All That and a Bag of Chips recognitions for being referral-free. As a result of these efforts, out-of-school suspensions dropped by 64% last year. Weekly recognitions, celebrations and parades emphasize positive behavior and student success.

    • Looking Ahead

      • As the school year moves forward, Shoreview will continue focusing on consistent attendance, positive behavior, and supportive environments while aligning with district goals. Professional development will remain a priority, with ongoing professional learning opportunities like TBT’s and Lunch and Learns aimed at increasing student success and staff effectiveness.

Following the Shoreview Recognitions and Presentation, Euclid Schools Assistant Superintendent of Human Resources and Operations Tim Rosenbaum and Assistant Director of HR LaShae Daniels recognized the teachers and staff who were hired over the summer and new to the District.

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.

  • The Board approved the Financial Data report for August 2025 and approved payments.

  • The Board approved the appointment of Kimberly Givhan to the Treasury staff.

Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations

  • Contracts/Agreements

    • The Board approved a service agreement with WW Williams to provide maintenance services for the District’s generator systems.

    • The Board approved a service agreement with the Won Door Corporation to provide maintenance for the Fireguard Doors installed at the secondary campus.

    • The Board approved a contract and service agreement with Blue Technologies for the district’s copier/printer/fax equipment.

    • The Board approved a service agreement with Soliant Health to provide personnel to supplement Euclid City Schools staff for healthcare for the 2025-2026 school year.

    • The Board approved the purchase of ParentSquare’s Attendance Plus module to improve attendance communication through ParentSquare.

    • The Board approved a memorandum of understanding with Moore Counseling & Mediation Services, Inc. to deliver substance abuse prevention educational services to build sustainability within the district to support student and staff wellness.

  • Contracts/Agreements - Title Services

    • Through a consent agenda, the Board approved agreements with several Service Groups to provide Title I services to Cleveland Central Catholic HS, VASJ, Our Lady of the Lake, Ss. Robert & William, and St. Agatha-St. Aloysius Schools.

Routine Business

  • The Board approved agreements with the following groups in a consent agenda, meaning that these agreements are all typical and annual agreements.

    • Nearpod/Flocabulary to provide teachers with tools that align with district goals and curriculum to increase student engagement, supporting diverse learning styles, and providing teachers with data to inform instruction.

    • The Board declared transportation impractical for a student that attends All Saints School of St. John Vianney.

    • ZENworks Yoga to provide a 20-week Yoga Mindfulness Scholarship Program offering in-person yoga and mindfulness classes to students at Chardon Hills STEM School for the 2025-2026 school year.

Miscellaneous

  • The Board approved a motion to authorize the urgent necessity of Emergency Replacement of Boilers at Indian Hills due to the failure of internal combustion coils in the existing boilers, resulting in the production of unsafe levels of carbon dioxide.

Policies

  • The Board conducted an annual review of policies regarding Parent and Family Engagement and Homeless Students.

Superintendent's Informal

  • Superintendent Papouras welcomed all of the new staff members that were recognized earlier in the meeting, sharing his excitement about the impact they will have on Euclid’s students.

  • Additionally, Mr. Papouras reminded families about the upcoming Father’s Walk on Thursday, September 18.

  • He also noted that September is Attendance Month in the Euclid Schools and reminded families about the crucial importance of regular attendance.

  • He acknowledged that the new State Report Card will be released soon.
