The Board Meeting Breakdown - October 8, 2025

The Euclid Board of Education met on October 8, 2025, in the Board Room at the Fordyce Administration Building at 7:00 pm.

The meeting was called to order at 7:00 pm by Board Vice-President Pam Turos, followed by the Pledge of Allegiance.

Four Board Members were present. Board President Gabrielle Kelly was unable to attend.

The Board reviewed and accepted the agenda for the evening. 

The Board adopted the minutes for the September 10th and 24th, 2025 Board Meetings.

The Board approved a proclamation recognizing November 19, 2025 as National Education Support Professionals Day, recognizing school support staff for their invaluable contributions to the education of Euclid children.

Early Learning Village Recognitions and Presentation

Students of the Month with Principals, Board President & Papouras

  • Drewmilan W.

    • Drewmilan comes to school each day with a smile and positive attitude. She has embraced first grade with enthusiasm and has maintained perfect attendance.

  • Skyler A.

    • Skyler has shown tremendous growth and works hard to do his best while encouraging his classmates to succeed.

  • Khloe W.

    • Khloe displays a strong desire to learn and is always kind, friendly and eager to connect with others.

  • Leilani W.

    • Leilani is a caring and helpful classmate in the full-day preschool program, demonstrating a positive attitude and perfect attendance.


Paraprofessional Alyssa Edmiston was recognized as Staff Member of the Month. A parapro in the cross-categorical classroom, Ms. Ediston consistently demonstrates a strong commitment to best practices in supporting all students. She is always willing to assist where needed and takes the time to build meaningful relationships that help students thrive.

Natasha Dodge

K-2 Instructional Coach Natasha Dodge was recognized as Faculty Member of the Month for exemplifying professionalism, preparation, and thoughtful leadership. She supports teachers through professional learning and classroom coaching, and her ability to respond quickly and thoughtfully makes her an invaluable member of the Early Learning Village team.

Ms. Chazity Rosser was recognized as Family Member ofChazity Rosser the Month. Ms. Rosser, now in her second year as PTA President, has worked tirelessly to strengthen the connection between home and school. Her leadership, dedication, and commitment to building partnerships have been instrumental in growing family engagement across the Early Learning Village


Following the recognitions, Principal Mary Thomas, Assistant Principal Jaime Mediate, and Preschool Coordinator Shayanna Lindberg presented about the many things happening at the Early Learning Village.

  • The presentation showcased the innovative work happening across their Pre-K through 2nd Grade programs. Their presentation focused on the Building theme for the year, “Look for the Helpers,” and how the ELV is building a strong academic foundation for Euclid’s youngest learners through Comprehensive Literacy Instruction, Teacher Empowerment, MTSS, Family Empowerment, PBIS and Community Partnerships

  • Comprehensive Literacy Instruction

    • The ELV is a key part of the Euclid Schools’ Comprehensive Literacy initiative, aimed at boosting reading proficiency from 35% to 80%. Funded through a state-awarded grant, this initiative will create a sustainable literacy model that ensures long-term success and equity in literacy achievement. Through professional development, model classrooms, curriculum-aligned instruction, and strong Tier 1 instruction, the school is working to reduce the need for intensive interventions. High-quality materials and instructional practices, like CKLA and SIPPS, are being used to drive consistent and equitable literacy instruction.

  • Teacher Empowerment

    • Teachers at the ELV use TBT’s, professional development days, data talks, and readily available instructional resources to ensure their students receive the best educational opportunities. Empowerment also comes through collaboration, leadership opportunities, and innovation which are all geared toward improving student outcomes. Teachers are encouraged to take risks, try new strategies, and work closely with coaches and peers.

  • Multi-Tiered Systems of Support

    • A robust MTSS framework is in place to ensure that students receive support at every level. Tools like mCLASS, benchmark screening, Orton Gillingham, and SIPPS are used to monitor progress and provide timely interventions. In Pre-K, the “PreK On My Way” program supports data-driven instruction and offers take-home materials to engage families in their children’s learning.

  • Family Empowerment

    • The ELV hosts a wide array of monthly family events like the Father’s Walk, STEAM nights, carnivals and game nights. These events help to strengthen the school-home connection and foster traditions. Their PTA plays a key role in raising funds and supporting students' activities, including an initiative to build a new fence for the small playground.

  • PBIS

    • PBIS at the ELV includes initiatives like Student of the Month celebrations, attendance recognitions, classroom pom-pom jars, and the beloved Gold Medal Parade. These efforts have contributed to a nearly 20% reduction in chronic absenteeism over three years. Staff are also celebrated through monthly breakfasts, shout-outs, and team-building activities to promote a cohesive, positive culture.

  • Community Partnerships

    • The ELV maintains meaningful partnerships with organizations like The Children’s Museum, Stay in the Game, Euclid Fire and Police Departments, Step Forward and the Euclid Schools Foundation, which awarded seven teacher grants and a $10,000 schoolwide grant to support PBIS and student wellness. These partnerships provide vital resources and strengthen the sense of community around the ELV.

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.

  • The Board approved the Financial Data report for September 2025 and approved payments.

  • The Board accepted the donation of assorted feminine hygiene products from Hospeco, through A Better Euclid (a non-profit community outreach organization). This donation will provide supplies to the Memorial Options Center and the Euclid Schools Family Resource Center.

  • Treasurer Higley and Assistant Treasurer Robert McFarland presented the Five Year Forecast. The Board reviewed and adopted the Five-Year Forecast.


Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations

  • Contracts/Agreements

    • The Board approved a Memorandum of Understanding for a partnership with the Breadwinners Academy to establish a partnership with a community partner to deliver its Dollars & Sense: “Money Beyond the Numbers” 8-week financial literacy program to high school sophomores, juniors and seniors at Euclid Schools at no cost to the district.

  • Contracts/Agreements - Title Services

    • Through a consent agenda, the Board approved agreements with several Service Groups to provide Title I services to Ramah Christian Academy and Ss. Robert & William School.


  • Routine Business

    • The Board approved agreements with the following groups in a consent agenda, meaning that these agreements are all typical and annual agreements.

      • The Board approved payment from the State Systemic Improvement Plan for grant work completed by the Data Contact.

      • The Board declared transportation impractical for a student that attends Global Ambassador’s Language Academy.

      • The Board approved Facility Requests for several groups, including:

        • Cleveland Force Soccer

        • Euclid Recreation

        • Girl Scouts of NE Ohio

        • Great Waves Swim Club

        • Impact Ministries

        • Impact Youth Football

        • Lutheran East

        • Rugby Ohio

        • Southern Enterprise Inc.

        • St. Ignatius

      • The Board officially certified the Euclid High School Class of 2025.

  • Miscellaneous

    • The Board approved the purchase of a transport van for the District’s JTC Program. The school van will provide safe and efficient transportation for students participating in JTC programs including transportation to off-site training, internships, job shadowing and related educational activities.

Superintendent’s Informal

  • Superintendent Papouras talked about the Euclid Chamber of Commerce Community Leaders breakfast that was held earlier that morning. Assistant Superintendent Karen Brown represented the Euclid Schools and gave a well-received presentation about the district’s progress and initiatives.

  • He also thanked the Euclid Schools Foundation for their recently announced grants. In total, over 113 grants, equalling over $400,000, were approved to help enhance educational opportunities and inspire success for Euclid students.

  • Mr. Papouras reminded families and the community about Euclid High School’s Trick or Treat Night, which will be held on Tuesday, October 21st from 6 to 7:30pm.

  • He invited the community to stop by the Urban Agriculture Fall Market, which was being held the following morning at the Memorial Options Center.

  • Mr. Papouras reminded families that there would be no school on Friday, October 10th in recognition of NEOEA Day.
