The Board Meeting Breakdown - March 11, 2026

The Euclid Board of Education met on March 11th, 2026, in the Board Room at the Fordyce Administration Building at 5:00 pm.

The meeting was called to order at 5:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.

All five Board Members were present.

The Board reviewed and accepted the agenda for the evening.

The Board adopted the minutes for the January 14th and 21st, 2026 Board Meetings.

Proclamations

  • Superintendent Christopher Papouras read a proclamation declaring April 22, 2026 as Administrative Professional Day in the Euclid Schools.

  • Superintendent Papouras read a proclamation declaring “Euclid Reads” throughout the Euclid Schools in conjunction with National Poetry Month, School Library Month, and Ohio Right to Read Week, and encourages activities and events in all buildings to highlight and celebrate literacy.

  • Four outstanding ChanceLight Euclid Students were recognized at the meeting. The students were recognized for exemplifying perseverance, responsibility, and continued growth while actively engaging in the supports and opportunities available to them at ChanceLight at Indian Hills.

  • Michelle Taylor Norman, an Instructional Aide affectionately known as “Mrs. T” or “Mama T,” was recognized as Staff Member of the Month for consistently demoStaff Member of the Monthnstrating a strong commitment to student success and the school community, using her degree in Social Work to support student groups, strengthen engagement and foster family and community partnerships.

  • Curriculum and Instruction Coordinator Robin Waldorf was recognized as Faculty Member of the Month for quickly becoming a Faculty of the Monthvaluable resource for both students and staff through her collaboration, instructional support and creativity in advancing project-based learning opportunities.

  • Ms. Deborah Mosely, grandmother and guardian of Makala M., and Ms. Alkeya Isler, mother of Nicholas H., were recognized as Family Member of the Month. Ms. Mosley and Ms.Isler have demonstrated strong advocacy, partnership and commitment to sFamily Member of the Monthupporting students and collaborating with staff to enhance the educational experience at ChanceLight Euclid.

  • Following the recognitions, Principal Gina Rashad shared an overview of the work taking place at ChanceLight Euclid, describing the school as a “hidden gem up the hill.” Now in its fourth year with the Euclid Schools, Chancelight focuses on helping students build academic skills, emotional regulation and social confidence. Their goal is to provide students with the structure and support they need to grow and eventually transition back into traditional school settings. Through intentional programming and strong partnerships, ChanceLight continues to play an important role in serving students with unique learning needs.

    • ChanceLight Euclid provides a highly structured and supportive setting for students who require specialized academic and behavioral supports. The program is designed to address the whole child by combining academic instruction with therapeutic and social-emotional development. Smaller class sizes and specialized staff allow for individualized attention and target support for each student. By focusing on consistency, relationship-building, and understanding student needs, the program creates an environment where students feel safe, supported and ready to learn.

    • Instruction at ChanceLight is aligned with our district curriculum and focuses on helping students rebuild confidence in their academic abilities. Teachers provide Explicit Instruction and structured learning opportunities that help students experience success and build foundational skills. Project-based learning and other hands-on activities give students opportunities to apply their knowledge while developing leadership and collaboration skills. Over time, student assessment data has shown growth, reinforcing that with the right supports in place, students can make meaningful academic progress.

    • A key component of the ChanceLight Euclid program is its focus on helping students develop positive behaviors and emotional regulation skills. Individualized behavior supports and structured routines help students build the baits needed to succeed both academically and socially .These systems have contributed to strong outcomes, including consistent attendance and successful graduation rates for participating students. The ultimate goal is to help students develop the skills and confidence needed to transition back into their home schools and continue their educational journey.

    • Since its launch, ChanceLight Euclid has continued to grow as more families and districts recognize the impact of the program. Enrollment has steadily increased, reflecting the need for specialized supports and the positive progress students are making within the program. The initiative was originally designed to provide an in-district option for students who require a more intensive educational setting.

      By meeting these needs locally, the program helps keep students connected to their community while receiving the services necessary for success. ChanceLight Euclid’s success has also carried over to supporting students from other districts who have recognized the impressive impact ChanceLight Euclid is having on exceptional students.

    • ChanceLight also places a strong emphasis on building relationships with families and the surrounding community. Students participate in service activities and community initiatives that help the neighborhood while ingraining a sense of responsibility and belonging. Students participate in more than 50 hours of community service each year, including activities like the Big Clean, Earth Day projects, and delivering ChanceLight Cares winter packages to neighbors.

      The school also works to support families through outreach and meaningful engagement opportunities like ChanceGiving, an annual Thanksgiving event where families and school neighbors are invited to share an afternoon of food and fellowship, or the ChanceLight Sleigh, where staff traveled throughout Euclid delivering holiday gifts to students’ homes. Families shared testimonials about the impact of the program, describing how ChanceLight has helped their children feel “seen, supported, and confident.”

Report and Recommendations of the Treasure

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Steve Vasek led the Board Members through District Financial Statements.

  • The Board approved the Tax Rates for Fiscal Year 2027.

  • The Board approved the a resolution to begin the process of designating the district's official public depositories for the next five-year period, from August 23, 2026 through August 22, 2031, in accordance with Ohio's Uniform Depository Act.

  • The Board approved a memorandum of understanding with the Ohio Patrolmen’s Benevolent Association.

Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and leaves.

    • The Board approved Summer School staffing for 2026.

  • Routine Business

    • The Board approved an out-of-town field trim to Kamin Science Center for Ms. Nelson’s 5th Grade Class at Chardon Hills.

    • The Board approved Summer School programs for Second and Third Grade, Middle School and High School for 2026.

    • The Board declared transportation impractical for three students attending St. Stanislaus School.

  • Policies

    • The Board approved policies and revisions regarding:

      • Name, Image and Likeness (NIL) in Athletics

      • Entrance Requirements

      • Attendance

      • Released Time for Religious Instruction During the Day

      • Promotion, Placement & Retention

      • Bus Driver Certification

Superintendent’s Informal

  • Superintendent Papouras talked about the upcoming end of the third quarter and encouraged students to start off on the right foot for the fourth quarter.

  • He also congratulated Varsity Chorale, the EHS Cheer Squad, the Varsity Basketball Team, the Indoor Track Teams, and the Wrestling Teams on their outstanding seasons. VC won several Grand Championships at competitions and the Cheer Squad won their second straight State Championship. There were several individual achievements throughout the winter season as well.

  • Mr. Papouras reminded families there will be no school on Friday, March 13, 2026.

  • He also reminded families about the upcoming Spring Break, which will take place from March 30-April 5.
